Goa Pitches Sustainable Growth Model Ahead of 2027 Polls: Focus on High-Value Tourism & IT Hub

NEW DELHI — In a bid to fundamentally reshape Goa’s economic blueprint ahead of the 2027 Legislative Assembly elections, the coastal state is moving away from footfall-driven tourism toward a model centered on high-value, sustainable experiences, alongside a aggressive push to establish itself as a regional hub for emerging technologies.

Speaking on the state’s future roadmap, Goa Tourism and Information Technology Minister Rohan Khaunte emphasized that the BJP-led government is leveraging double-engine growth and central infrastructure backing to modernize the state’s economic base while maintaining environmental balance.

Beyond Sun, Sand, and Sea: The ‘Value Over Volume’ Tourism Strategy

Addressing the evolution of Goa’s primary driver of revenue, Khaunte noted that despite record visitor numbers—closing 2025 at 1.08 crore arrivals—the focus has pivoted from sheer capacity to spend quality and geographic dispersion.

To counter environmental pressures, regional overcrowding, and resource strain in coastal belts, the state government has instituted policies aimed at hinterland exploration, cultural preservation, and year-round travel:

 Regenerative & Cultural Tourism: Implementation of the Ekadasha Teertha spiritual circuit, eco-tourism projects, and hinterland trails across interior talukas such as Sattari, Sanguem, and Canacona.

 Inbound Charter Incentives: Deployment of a ₹2-crore Inbound Tour Operator Incentive Scheme to boost international charter traffic, alongside Fast Track Immigration (Trusted Traveller Programme) approvals from the Ministry of Home Affairs.

 Targeted Niche Travel: Formal notification of the Wellness, Ayurveda, and Yoga Policy, coupled with accredited Homestay frameworks to directly empower local village economies.
