NEW DELHI: In a major administrative push aimed at reshaping grassroots governance, Ladakh Lieutenant Governor V K Saxena has officially approved the creation of 17 new tehsils. This decisive restructuring follows the operationalisation of five newly established districts across the strategic Union Territory (UT). With this expansion, the total number of tehsils in Ladakh has risen significantly from 15 to 32.
The administrative revamp comes on the recommendations of a specialized UT-level committee. This committee was constituted by the Lieutenant Governor following the initial notification for the five new districts on April 27 this year.
Resolving Border and Revenue Mappings
The specialized committee identified multiple lacunae within the older administrative boundaries. Previously, several tehsils and revenue villages lacked clear demarcation. In multiple instances, boundaries spanned across more than one district, causing immense operational bottlenecks and administrative overlaps.
To resolve these legacy issues, a comprehensive mapping exercise was carried out. Under the new guidelines, every revenue village has been strictly mapped to a single tehsil. Similarly, every newly formed or existing tehsil has been systematically integrated into a single district. Local authorities confirmed that while internal remapping has been carried out, the outer territorial boundaries of the districts remain completely unchanged.
Instant Appointments Directed by LG Saxena
To ensure that the newly created administrative blocks become operational without delay, LG Saxena has issued clear directives to the Chief Secretary. The administration will immediately appoint Tehsildars to head these new zones. Crucially, each officer will be assigned independent charge of a single tehsil to optimize efficiency and responsibility.
Ladakh spans a massive geographical area marked by rugged terrains, a sparse population, and intensely isolated border habitations. Historically, these factors have restricted easy access to public governance.
“The creation of 17 new tehsils will significantly reduce travel distances for citizens, which often exceeded 300 kilometers just to avail basic government services,” an official spokesperson stated. “This step ensures a much faster and highly effective delivery of public welfare systems.”
Detailed Breakdown of Post-Reorganisation Tehsils
Following the newly approved reorganisation, the division of tehsils across Ladakh’s districts will stand as follows:
• Leh District: 5 Tehsils
• Kargil District: 7 Tehsils
• Changthang District: 4 Tehsils
• Nubra District: 6 Tehsils
• Zanskar District: 4 Tehsils
• Sham District: 5 Tehsils
• Drass District: 1 Tehsil
Citizen-Centric Border Development
Highlighting the core vision behind the administrative transformation, LG V K Saxena emphasized that the ultimate goal remains localized, accessible, and responsive governance.
“With the operationalisation of these districts through a structured reorganisation of tehsils and revenue villages, we are building a robust governance framework. This will strengthen grassroots leadership and accelerate developmental programs,” the LG observed. He added that the administration is committed to giving citizens in remote and border regions easier access to essential public utilities while maintaining inclusive development.
The structural overhaul has been legally executed under Section 5 of the Jammu & Kashmir Land Revenue Act, 1996. This legislation remains applicable to the Union Territory of Ladakh through the enabling provisions of the Jammu & Kashmir Reorganisation Act, 2019, empowering the UT leadership to alter the count and limits of administrative zones via formal notifications.
