Today, April 2, 2026, marks the first full day of the 16th National Census across the country. This exercise is a landmark event in India’s administrative history as it transitions from traditional paper-based methods to a completely digital format. This census will serve as the primary data source for governance, planning, and resource allocation for the next decade.
Understanding Phase 1: Houselisting and Housing
The census is being conducted in two distinct stages. The current phase, known as the Houselisting and Housing Census, is scheduled to take place between April and September 2026. During this period, the government aims to identify and list every structure in the country.
The primary objective of this phase is to collect data on:
• The Quality of Housing: The materials used for roofs, walls, and flooring.
• Basic Amenities: Access to drinking water, sanitation facilities, and lighting.
• Household Assets: Ownership of vehicles, communication devices, and digital connectivity.
• Caste Enumeration: Information regarding caste will also be recorded during this phase to help streamline social welfare distribution.
The New Digital Approach
The 2026-2027 Census introduces a “Self-Enumeration” feature, allowing citizens to participate without needing an immediate visit from an official. This digital-first approach is designed to increase accuracy and speed up data processing.
How to participate:
• Online Submission: Citizens can log into the official government census portal using a mobile number and an OTP.
• Standardized Questions: Households will be asked to answer a set of 33 standardized questions regarding their living conditions and assets.
• Verification Code: Once the digital form is submitted, a reference code is sent to the user. This code should be saved and presented to the field enumerator during their scheduled visit for quick verification.
For those who prefer not to use the online portal, enumerators will still conduct door-to-door visits using a dedicated mobile application to record data manually.
State-wise Rollout and Schedule
The fieldwork is being rolled out in staggered windows to ensure efficient coverage. Several states and Union Territories have begun their 15-day self-enumeration window as of today.
In the first wave, residents of Karnataka, Odisha, Goa, Mizoram, Sikkim, the NDMC areas of Delhi, and the Andaman and Nicobar Islands can participate in self-enumeration from April 1 to April 15. Following this, the physical fieldwork and door-to-door verification in these regions will take place from April 16 to May 15.
Shortly after, Gujarat, Dadra and Nagar Haveli, and Daman and Diu will begin their self-enumeration window from April 5 to April 19, with enumerators visiting households from April 20 to May 19. For citizens in Uttarakhand, the self-enumeration period is scheduled for April 10 to April 24, followed by fieldwork starting on April 25 and concluding on May 24.
Why Participation is Mandatory for National Growth
A census is much more than a simple population count. It provides the statistical bedrock for almost every government policy. The data collected starting today will directly influence the placement of new infrastructure, including hospitals, schools, and transportation hubs. It also plays a critical role in the delimitation process for legislative constituencies.
Data Privacy and Security
Public cooperation is vital, and the government has emphasized that all personal information is protected under the Census Act. Data provided during the census is strictly confidential and is used only for statistical purposes. Individual details cannot be accessed by other departments or used for legal proceedings.
