PATNA / BHOJPUR: A controversial police encounter in Bihar’s Bhojpur district has ignited a fierce political storm and widespread public outrage following the death of 28-year-old social activist Bharat Bhushan Tiwari. The fatal shooting, which occurred after a tense two-day standoff, was partially live-streamed by the victim to his 1.6 lakh Facebook subscribers, severely undermining the official narrative presented by the Bihar Police.
While the police maintain that Tiwari was “mentally unsound” and was shot in self-defence, local residents, family members, and viral video evidence suggest a chillingly different story—one of an activist allegedly shot after attempting to surrender.
The Two-Day Standoff and the Fatal Shootout
The confrontation began in Bilauti village under the Shahpur police station limits when Bhojpur Police claimed they received reports of a man roaming around and waving a firearm. In a press release, authorities stated that when they visited his residence, they deemed Tiwari “mentally unstable” and initiated procedures to move him to a psychiatric facility.
However, by the following morning, the situation escalated into an armed operation involving local law enforcement and the Special Task Force (STF). According to the official police statement, STF personnel wearing bulletproof jackets tried to cordon off Tiwari, who allegedly fired eight to ten rounds at them from an illegal pistol, forcing officers to retaliate in self-defence. Tiwari sustained multiple gunshot wounds and succumbed to his injuries during treatment at the Patna Medical College and Hospital (PMCH).
The Facebook Live Controversy: Did He Surrender?
The official account has been heavily disputed by Tiwari’s family and eyewitnesses, pointing directly to a Facebook Live video captured moments before the fatal shots were fired. In his final live broadcast, recorded on a kuchha road surrounded by open fields, Tiwari could be heard expressing a willingness to disarm. “If my demands are met, I have no problem laying down my weapon,” he stated.
Footage circulating widely on social media appears to show Tiwari standing in the field, addressing the camera, and throwing his pistol away toward the police personnel, indicating a surrender.
“They asked him to go with them to show what local issues needed to be resolved,” said Tiwari’s younger brother, Chandan. “He was taken to the field and shot… We thought he would be arrested under the Arms Act; we never imagined he would be shot dead so coldly.”
Tiwari’s mother, Asha Devi, claimed her son was targeted specifically because of his vocal activism. Residents described Tiwari not as a criminal, but as a dedicated social worker who had recently angered local administrative officials by aggressively raising awareness about delays in rehabilitating victims of the Bhojpur floods.
Political Fallout and a Judicial Probe
As public anger mounted, the Bihar government felt immediate political heat. In a significant move of protest against the administration, Opposition leaders Lalu Prasad Yadav, Rabri Devi, and Tejashwi Yadav returned all government security personnel deployed at their official Patna residences.
Under immense pressure, Chief Minister Samrat Choudhary ordered a high-level judicial inquiry into the incident, to be spearheaded by a retired High Court judge. Additionally, an FIR has been registered against several police personnel—including the Jagdishpur Sub-Divisional Police Officer (SDPO) and the then Shahpur Station House Officer (SHO)—and six police officers have been suspended pending the investigation.
Prominent political figures have also descended upon Bilauti village to demand accountability. Jan Suraaj Party founder Prashant Kishor met with the grieving family, questioning whether local police pulled the trigger independently or were acting under orders from “top officials sitting in Patna.” Demands are now growing for a sitting High Court judge or a Central Bureau of Investigation (CBI) probe to look into the state’s law-and-order apparatus.
The case has also reached the Supreme Court, with public interest litigations seeking strict action against the involved officers, ensuring that this encounter remains under an intense legal and public microscope.
