NEW DELHI — In a major policy shift, the Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday approved a two-year extension to the service tenure of Agniveers under the Agnipath scheme. The decision extends the active engagement period from the existing 4 years to 6 years, providing a direct pathway for full absorption into regular military service for willing candidates.
The announcement comes just weeks before nearly 18,000 Agniveers from the inaugural 2022 batch were scheduled to complete their initial four-year tenure and exit the armed forces.
Key Highlights of the Revised Agnipath Framework
Tenure Extension: Outgoing Agniveers will now receive an additional two-year “second tour of duty,” taking their total service tenure up to 6 years.
Option for Absorption: After the extended 2-year engagement period, all willing Agniveers will have the opportunity to be absorbed as regular soldiers subject to performance and objective criteria.
Absorption Mechanism: The Union Cabinet also formalized the 25% absorption framework into regular forces based on merit.
Immediate Beneficiaries: More than 18,000 recruits from the first batch of Agniveers who faced tenure completion in late 2026.
Path to Regular Enrolment Cleared: CDS
Addressing a press briefing in New Delhi following the Cabinet meeting, Chief of Defence Staff (CDS) General N.S. Raja Subramani stated that the Agnipath framework was designed to undergo continuous assessment.
“From the beginning, it was clear that this scheme would be reviewed based on operational feedback. Following annual performance evaluations, the government decided to offer an additional two-year engagement period. Under this updated framework, the remaining 75% of Agniveers will be offered a second engagement period of two years. Upon completion, all willing recruits will be eligible for enrolment into the regular armed forces based on objective selection criteria.”

Addressing Employment Security & Operational Needs
The Agnipath scheme was initially unveiled on June 14, 2022, aimed at lowering the average age profile of military personnel and modernizing the defense forces. However, the 4-year limit and the 25% retention cap sparked concerns regarding long-term job security for the 75% exiting personnel.
While state governments and central paramilitary forces previously introduced reservation quotas for former Agniveers, military leaders and defense analysts highlighted the necessity of retaining trained personnel longer to preserve operational readiness.
The two-year extension directly addresses these concerns, providing military commanders with experienced manpower while ensuring recruits gain a longer career runway within the Indian Armed Forces.
